IFB 2019-CNA - Capital Needs Assessments Invitation for Bids

The Housing Authority of the City of Annapolis (HACA) is soliciting bids from qualified firms to perform Capital Needs Assessment (CNA) at four communities. While we do not require the Contractor to use and submit the HUD multifamily e-tool, we request that the reports adhere to the HUD e-tool requirements. Contractors shall also meet all qualifications as described in the RAD Physical Conditions Condition Assessment Statement of Work and Contractor Qualifications set forth in the Housing and Urban Development (HUD) Rental Assistance Demonstration (RAD) notice PIH Notice 2012-32 and subsequent revisions. Proposal from firms not qualified and experienced with HUD Multifamily e-tool and with the RAD Program will not be considered.

The Housing Authority of the City of Annapolis (HACA) was founded in 1937 to provide affordable housing in the City of Annapolis for families who lacked the means to purchase or rent housing at market prices. HACA’s mission is to achieve excellence by providing housing, and self-sufficiency opportunities, and by promoting customer satisfaction to enhance the quality of life for low, very-low, and moderate-income residents. The administrative office is located at 1217 Madison Street, Annapolis, MD 21403. HACA is a body corporate and politic organized under the laws of the State of Maryland. It is federally subsidized by the U.S. Department of Housing and Urban Development (HUD) to provide decent, safe sanitary, and affordable housing to low and moderate-income families. It is regulated by the Housing Act of 1937 as amended, regulations promulgated pursuant thereto, as well as laws of the State of Maryland.
