We regret to inform you that the HACA Board meeting for Tuesday, January 23rd is cancelled due to: i) a Board member resignation late last week, without notice; and ii) the unavailability of two Board members due to illness and travel. The Closed meeting of the Board has been moved to tomorrow, January 23rd at 9:00 am and will be held by conference call. HACA will post, on its website, handout materials planned for the Board meeting. We will also post Annual Plan materials by Friday, January 26th including a timetable for public comment and meetings on the Annual Plan for your information. We regret any inconvenience this late notice may have caused you.
Closed Session Meeting
Notice is hereby given, pursuant to the provisions of the Open Meetings Act located in Title 3 of the General Provisions Article of the Maryland Code, that the Housing Authority of the City of Annapolis’ Board of Commissioners will hold a closed meeting teleconference on Tuesday, January 23, 2018 at 9:00 am. The meeting is to discuss, before a contract is awarded or bids are opened, a matter directly related to a negotiating strategy or the contents of a bid or proposal, if public discussion or disclosure would adversely impact the ability of the public body to participate in the competitive bidding or proposal process.
Annual and Five-Year Plan Submittal to HUD
Below is HACA's submittal of the "Annual Plan for Fiscal Year 2017 - 2021." The documents were available for a forty-five day public review and comment period, from January 30, 2017 to March 9, 2017. The public hearing for the Annual Plan was held on March 9, 2017. The Housing Authority Board of Commissioners approved the documents for submittal to HUD on April 14, 2017. All edits have been made and comments are no longer being accepted.

The Housing Authority of the City of Annapolis is participating in a new Baltimore Regional Project-Based Voucher (PBV) Program with six other housing agencies and the Baltimore Metropolitan Council. The Baltimore Regional PBV Program has made a conditional award of sixteen (16) project-based vouchers to Dorsey Overlook, LLLP in Ellicott City. HACA is a partner with the Baltimore Metropolitan Council (BMC) and others in the Baltimore Regional Project-Based Voucher (PBV) Program. On behalf of the partners, BMC is seeking qualified and experienced developers to apply for affordable housing subsidies for either new construction or substantial rehabilitation of an existing property.
Proposals will be considered by BMC on a rolling basis in the order they are received. The RFP will be open until Friday, September 15, 2017 or until all 84 available vouchers have been awarded, whichever comes first. The RFP applies to multifamily developments and scattered site developments.
BMC will host a pre-proposal conference for interested developers on Thursday, June 15, 2017 at 9:30 a.m.
