Our Resident Services group includes those functions that support our residents outside of the housing function. They include Family Self-Sufficiency, Youth Services, and Resident Opportunities and Self-Sufficiency programs.

Resident Opportunity and Self Sufficiency (ROSS): To evaluate and assess HACA residents' needs to coordinate available resources within the community and beyond to meet the needs identified. The ROSS program has five primary focus areas and is utilized to improve self-sufficiency for all residents involved in the program.

2) Education

3) Financial Literacy

4) Health

5) Housing


  1. Employment: Provide career guidance service and refer to job readiness programs, training for the desired career, and follow-up with participant
  2. Education: Provide services through ABS/GED referral, Maryland External Diploma Program, and Anne Arundel County Literacy Program.
  3. Financial Literacy: Provide referrals to homeownership programs, budget/credit assistance, monetary aid resources with eviction/turn-off notices
  4. Health: Provide referrals to appropriate Agency for disability assessment and services, substance abuse treatment and mental health services, referral for health insurance services, encouragement of annual medical examination by health care provider; also provide programs aimed at more excellent health knowledge and awareness
  5. Housing: Provide participant encouragement to retain Housing through referral assistance with eviction notice issues, referral to Housing Choice Voucher Program for potential Section 8 housing possibilities. Assist residents with referrals to FSS for Homeownership possibilities.
