HACA strives to provide quality, affordable housing in safe, attractive communities for eligible families, the elderly, and persons with disabilities based on need and income.

The Housing Authority of the City of Annapolis manages and maintains wait lists for the following programs:
- HCVP Tenant-based Voucher
- Public Housing General (includes Bloomsbury Square, Eastport Terrace, Harbour House, and Robinwood)
- Public Housing Transfer
- Veterans Affairs Supportive Housing (VASH)
HACA owns and manages 544 low-income affordable housing units, over 389 tenant-based vouchers to include project-based, and VASH vouchers. HACA has a private/public partnership with the following entities:
- Landex - Annapolis Gardens, 150 units.
- Pennrose Management - Obery Court, 103 units; Wilbourn Estates, 78 units.
- The Community Builders - Morris H. Blum, 154 units.
